Do you get a puddle of washer fluid under the vehicle when you operate it, if so then the pipe has a split or has come apart?
Another issue could be that the pick-up into the motor is blocked.

Non return valve can also get all bunged up as well as the jets and pipe
Pull pipe off of motor and see if water comes out the pump
Assuming it does, blow out the pipe line with compressed air - works much better than poking needles down the jets!

Had the same problem on a non land rover - the washer pump impeller can wear out, motor still whizzes round but does not pump. Only costs a few quid for a new pump. If its not a leak or a jet blockage (check by blowing through the pipe from pump to jet) then replace the pump.
