Did you get the emission print out at the MOT?
The way I see it, he can’t tell it needs a new cat unless it’s “visibly” been tampered with, or an emissions report?
Take it anywhere else and see what they say

If the current garage still won't co-operate & there is nothing actually wrong that would justify the fail then you've really got two choices:
1. Appeal the result www.gov.uk/government/publications/complain-about-an-mot
2. Try another MOT station.

Yep I think I will try another garage as it passed the emissions test.The car has also had 4 previous mots with just an advisory for the cat not a fail I don't know whats changed but ever since I bought this a couple of months ago its been one thing after another and then when I finally thought I'd got it sorted this happens.

Take a picture of the Cat. Might give a clue what the MOT tester is saying ?
I am no expert, but I think the cable that is disconnected in the images you uploaded relates to the FBH, mine was disconnected because the vehicle was exported to Australia from new and the owner obviously didn't need the extra heater so had it disabled.

The FBH is under the battery tray so doubt that would reach, also plug for FBH looks like this
