Water in headlight

I'm going to replace the headlights in the future but for now one had an inch of water in it. I've taken in off and drained it should the rubber surround be acting as a seal? If so, should cleaning this and the light and putting it back on stop the water getting back in or should I dab a bead of sealant around the lamp before putting the rubber strip back on?

Had this on one of mine.
The rubber trim does nothing. You need to remove the headlight then the rubber trim and then separate the headlight glass from the reflector. Be careful mine was so loose the glass fell off in my hands. Heating the join with a hot air gun softens the remaning adhesive to let the glass free. Clean off all the old adhesive and refit glass using good quality silicon and refit when cured.
