Series 2 valve stem seals

just had an unleaded conversion on a series 2 standard cylinder head, and just fitting the valves back today using a paddocks head set with valve stem seals, i noticed that only 4 of the seals have a spring on them to give a bit of tightness on to the valve stem, i rang paddocks and was told that only the exhaust valve should have the one's with the spring around, can anyone confirm this? i would have thought that all of them should have one on

they are different diameters exhaust been thicker so slightly larger hole, it used to be inlet with garter spring as its the guide under partial vacuum ie oil could get sucked down whereas exhaust has pressure
