Unusually high rpm when warm.

Hello folks,
Hope someone out there can help me out with an usual trait my 200tdi has recently developed. It has to do with the fact that it maintains its usual rpm of about 850rpm when cold, which would steadily get higher and higher as it warms up, until it settles at about 1000rpm. What's so unusual about this is that, the rpm drops back to normal idle speed after the engine is loaded (eg, turn on the AC, shift transmission into drive and back to neutral, or turn the steering over to full lock so the power steering pump is loaded).
At the slightest prod of the peddle, it would jump back up and sit there humming at 1000rpm. I assumed maybe either the accelerator or kickdown cable was sticking, but removing them made no difference at all. Checked the linkage on the pump and that also appears to be at rest when this 'strange phenomenon' occurs.
I'm really at my wit's end with this.... any help would be much appreciated.

Done some more tinkering over the past couple of days and its still acting the same way....

Have you tried injector cleaner or similar, it may free up what ever is sticking in the pump.

could be blocked leak off pipe, there's a little filter in the banjo on the pump

run out of ideas now

Folks, what can I say, if I'm back on here that means the problem persists.
Landowner, thanks for your insightful contribution... at least you gave me a lead to follow up on. I really dont want to believe my pump needs servicing this early in the engine's life... I certainly pray that's not the case.
