Unusual needle RPM - diesel

I can't get this pump to static setting. It has one setting giving a 0.95 in dial gauge , much towards the lower range of pump's travel. If I set it to that position, I get white smoke with rattling engine & hard starting. If I push the pump fully towards the engine , the reading gets me 0.73 , on which I have set the engine now, as it can't get any better.
It starts & runs okay but with serious hot start problem. The engine stalling is a random event with a sudden cough. To escape that I have increased idle to 850 and , stopped using AC.
Your blame on the bottom chain slip is not agreeable as I'm 100% certain that it was fitted correctly. You confirmed that fact with the pictures I posted.(on another post)
. On the other hand, if the bottom chain slipped even 1 tooth, the car won't start this easily. I guess.
It's got to be the pump. Also, I noted that, 'inj quantity current' seems floating and it's 7-9 range now, where as I set it to 4-5.(pump bolts are tight enough). Which I'm going to reset to 3-4.
 
Listen very carefully i will say this only once. With the new chain in the correct position on the sprockets the pump should be on cam showing 0.95 mm lift something like midway along the slot. Leaving adjustment available to retime as required to allow for later chain stretch. I cannot see that the cruciform connector that joins the driven shaft to the cam plate and piston is worn to such an extent that you can move the pump towards the engine fully and still only get 0.73 mm lift. It would have broken up and fallen out. The only possible scenario is that the chain is fitted incorrectly. It is unlikely but the chain you bought may have the bright links in the wrong place. With the engine locked solid at TDC number one firing there must be a raised link engaged on the crankshaft sprocket mark. Counting from and including that link the twelfth raised link from it upwards to the right MUST be engaged on the number 6 mark on the pump sprocket. The engine is throttled by fuel, it should be obvious that if you increase idle RPM, fuel to maintain that engine speed will also increase. I have gone through the various scenarios for you having to move the pump mid section previously i do not intend to repeat that. Your time lines for those operations do not make sense. Get someone who knows what they are doing to to strip and check the pump internals. When they are proved correct or returned to correct, if you then still cannot achieve 0,95 mm lift at mid point of slot chain is definitely wrong.
