That's a god send. Designed to fall apart in to very small fibres, so will flush out easily. It's designed to fall apart in water in the loo, quickly falling in to fibres as it rolls down the sewer. Being impregnated with oil just causes a minor inconvenience. You just need to use a solvent.

Paraffin is often used, I used petrol on mine. You just need to make sure it's dried out and aired before you put it back on.
 
UPDATE.
Finally found time to work on the Landrover.
Managed to get intercooler out with a bit of patients and a lot of bleeping, filled it and soaked it in degreaser twice giving it a good shake inbetween until no more tissue came out them flushed it through with water and drained finally annoyed the missus by cutting the ends of a coke can slotting over the outlet and putting her expensive hair dryer in the other end of the coke can and left it on warm for a couple of hours.
Anyway it's back on now and working fine.
