TPM system fault

Hope I have the correct forum as new here and any advice would be much appreciated. Last week I had new Bridgestone winter tyres with new tyre pressure monitor valves fitted to a spare set of OEM 20" alloys by a well etablished tyre dealer. I'd bought the 4 TPMs for around £85 on ebay (highly rated seller 3000+ 100% ratings advertised as genuine LR part nos 433Mhz FW931A159AB). I then changed the wheels on my Discovery 4 2016 following advice on this and other forums, so with a 3 tonne jack, axle stands and a Wera torque wrench. So far so good and after a 5 mile drive, no warning lights. Then on restarting, the TPM warning light flashed and TPM system message showed, reverting to just the static warning light. I've since done 4 motorway speed journeys 25 miles each and the error message and warning light remain. On switching the wheels I had adjusted the tyre pressure to the exact light load settings, confirmed by the compressor digital inflator and a separate digital gauge. The service menu display shows the exact same tyre pressures 34FR and 37RR matching the display of recommended pressures. But I still have a warning light which would in due course give rise to an MOT failure. The ebay seller is now saying they needed to be activated. From viewing many forum posts before purchasing I understood they would auro-learn after X miles above 30mph.

Can anyone please advise if they need to be activated in some way and if this can be done with a tool placed next to each tyre (i.e. no removal of tyres) . I had also been considering getting an OBD scanner so if activatiuon is necessary it would be great to know if any OBD scanners could handle this. Thank you in advance for any advice.
 
I'm not up on the D4 TPMS but if they need activation, you'll need LR dedicated programming equipment, as a simple OBD reader won't cover the TPMS module, just the engine ECU.
