If a Freelander has a stated max towing limit of 2000kg then it is illegal to hitch up a trailer that has a trailer weight +theoretical max load of more than 2000kg whether it is loaded or not
I do not know where you are getting your info but that is 100% legally incorrect

There is no law or rule which states that the trailer plated MAM cannot exceed the towing capacity

There is no law or rule which states that the total MAMs of the combination cannot exceed the GTW

GVW MAM MTPLM all refer to the maximum weight something can legally be if fully laden

Towing capacity and GTW refer to actual weights

This example is 100% legal .... on a B+E licence because 2500+3500=6000 is well over the B licence limit of 3500

Vehicle
GVW 2500
GTW 4000
Towing capacity 2000

Trailer
MAM 3500

Load vehicle to actual weight of 2000
Load trailer to actual weight of 2000

no laws have been broken in that example
