If I remove the headlights and sluice some turps around in them will I remove 14 years of dusty burnt grime or will I also strip the reflective coating?

I used traffic grime remover and it worked fine!!

Plenty of water after and a good drying out.

hot soapy water works just fine.
just make sure you let it dry off properly before refitting.
