To cut or not to cut that is the question

Hi l have applied direct 12volts to the rear pump l can here it running but when l take the fuel line off the supply filter there's no diesel so it looks like something is wrong in there now to replace it l will have to take the exhaust off and the prop shaft so is it best to widen the hole under the rear seat then make a plate to cover hole has anyone else done this l have only a Jack and axe stands so to cut or not to cut any advice welcome
 
What vehicle? If it's a FL1, there's no need to remove the tank to access the fuel pump.
If it's a FL2, there's no electric pump to supply fuel to the engine, so again there's no need to remove the tank.
