Thinking of buying this Defender - some questions

First of all merry christmas!

I'm thinking of buying this Defender (pending the sale of my D2) and would like to put an offer in after New Year.

It's a 2008 model with 2.4 engine and 134,000 km on the clock. It looks in very good nick and I've had a test drive. Bodywork looks good, very little rust on the chassis and no untoward sounds coming from the engine bay.

I have some questions that Defender owners will hopefully be able to answer (I've only got experience with a D2)

1. ABS light comes on when starting and doesn't go off until driving a few metres. The sales bloke said this was the case with all Defenders, is that right?

2. there is what seems to be a leak from the power steering dox (last image). How much would this cost to fix in parts (ball-park figure)

3. Car is priced at 15,600 EUR, what do you think? Seller says there is room for negotiation, what should I aim to pay?

On some vehicles ABS systems, when the vehicle moves off it sends a signal to the control module as confirmation the sensors are working, then the ABS warning light goes out...maybe the defender is the same
 
Leek at steering box is not the usual output arm problem,its on top so may be one of the oil pipe connections or something from above. Not a major problem I would say from what can be seen.
 
In the trade we would call your leak misting and not worth noting.
Get some money off and dont worry about it.
Bit surprised how rusty that chassis cross member is.
