there is a delay befor my light come on any suggestion??

suppose your going to ask if his lights take longer to come on when he's up to his window bottoms in water or if he's on top of a hill

poor chap cant see where hes going at first!
If you are sure that the relay is good, and pull to flash dnt work. Have you checked the dim/dip system behind the dash? You should be able to bypass this, have you got a wiring diagram?
