TD5 Defender will not start

First ignition barrel failed and was replaced key turns to correct positions all ignition lights on but starter does not turn. Have put power to starter and it turns but still no start have checked fuses etc. Fuel pump does switch on with ignition as it should. Really lost any suggestions?

Tried the inertia switch? Engine bay, center of the bulkhead.
