If it manufacture and first reg date are the same it is unlikely to be MOD if all my research is correct.
 
Yes it is. But I know in Northern Ireland there is a gap between manufacture and first reg.
 
usually first reg is when they get demobbed but you can get them put on an age related plate and get the reg date altered.

my s1 did its national service from 1955 until 1961/62 and was first reg on an a plate, the po got it put onto an age related plate and reg date changed to 1955
