tailgate window problems

hi,can anyone help help me?
i have a '99 3 door freelander and am having problems with the rear window in the tailgate.
when i press the door handle the window doesn't come down an inch as it should to enable me to open the door,i can pull the glass down with my hand and when i close it it goes back up as it should.also the window goes up and down correctly using the switch on the dash.
i've looked thru all the posts on here and i've tried re-calibrating it by disconnecting the battery but no luck.
i've also taken the trim off the tailgate and checked for broken cables etc,and all seems as it should.
also checked the little switch that is hidden under the hard top and that seem to be doing what it should,so now i'm totally stumped.
does anyone have any ideas?
 
Maybe the tensioning device has failed. With the door trim off and the door open try moving the glass up and down. If it does, it shouldn't. The tensioner is the white plastic assembly in the cable from the left side of the window (RH side if looking at the door with trim removed). Try pulling the white inner part of the tensioner that has the spring around the outside to see if you can feel any cable slack. If there is slack and you are sure the cables are OK then you can secure the inner part of the tensioner by putting a small jubilee clip around it and tightening it up with the tensioner in the extended position. Hope this explanation is clear enough, if it isn't please then post again.

yes,with the door open the window does go up and down.
i am unsure where to put the jubilee clip,so please could you explain.
