That's a possability,or a cost cutting exercise. Don't know what version of Rave I have but possibly for older cars.

Or taken off to stop them causing problems?

Taken off by owners who don't know they're there until they block and only need a squeeze to clear,like a/c drains.

Yep a squeeze to open the outlet flap clears any debris.

My understanding of the vehicle is getting alot clearer the more I correspond with you chaps. I think that there's a good chance that the grommet is there on the passenger side but I just can't see it, I was after all looking for an open pipe like the other side. If the weather is okay at the weekend I'll take the wheel arch liner off and have a look.
