so here’s the thing, tracing an oil leak and found this floating free

It’s attached to this...

Which is feeding two vacuum actuators on Drivers inner wing - but for what? And what should it be connected to at the free end?

Check the redundant ports on the vacuum actuators are blocked off mate

Looks like they've left the pipes on and blocked the other end of the pipes with the bolts in your other pic. Best to take pipes of actuator end as well and block ports with a rubber sleeve plug. Have a look on eBay at the egr delete kits you should see the plugs
