This has been driving me to distraction and seems to be unique. I have a 1995 4.6 HSE. Several times a week the car will settle onto its bump stops (overnight usually) and then takes around 15 minutes or longer of driving around for the system to pump up (the compressor appears to be running all the time). If you stop the car before the system has fully charged it dumps the air out - you can certainly hear it doing this. It can go for 2 weeks without a problem. The car has been checked for leaks in the air springs and lines. At no time do I get a fault code. Could this be a valve block problem or something electrical?

Any advice welcome.

Have done the soapy water test for leaks? If the airbags are original they are almost certainly leaking. Pump running continously and slow to rise = leak and or shagged pump. If you have a leak and ignore it the pump will soon fail.
Airbags leak where they fold under at the bottom and can seal themselves to a degree according to position, so you need to test with the height at different levels.

Having had another look this morning I'm inclined to agree. The back comes up first whilst the front takes forever so I suspect replacing both front ones may well do the trick.

You might be right but don't forget the rear is supposed to come up first so you dont blind other drivers. I would check all four with soapy water plus the tubes from the eas under the bonnet.
Good luck.
