exactly, dont know much about the noise limits but as far as i know it is at the testers discretion (same as a bike) although with a reasonable tester it should be no problem
Also an exhaust that was deemed too loud could also get an asbo for the vehicle, my bro in law had a saxo with no cats and straight through exhaust that has one due to his little bro showing off to his mates in it. I also know a guy given one on his Ducati 848 with factory fitted termignoni carbon road cans, he had to prove it was within limits before they would remove it and apologise.
