Freelander 2 (LR2) stop/start not working

Hi guys, I have a 14 plate Freelander fitted with a tow bar and 13pin electric socket. The stop start does not activate when it should, ie neutral, feet off the pedals with HB applied. (no lights or AC, outside temp above 5). I have read that only when a trailer is plugged in the SS will not work, but I have also read somewhere that if a tow bar and electrics are fitted then that disables the SS. Does anyone know which it is ?? The battery shows 12.56v at rest, so I assume it is still healthy enough
 
If the battery is more than 4 years old, then it's the likely cause for the SS to not work.
The battery monitor has a strict set of parameters to satisfy, before it allows the ECM to initiate Stop - Start.

At rest, a healthy battery will be over 12.6 Volts, but voltage is just a guide, a drop test is more telling of battery condition.
 
My stop/start didn't work for years. When starting was beginning to get difficult I replaced the battery and the stop/start has worked ever since driving solo. It sometimes works with the caravan hitched up and sometimes doesn't.
