Once it starts you'll be taking it to bits regularly to free up the pivot. Cured my wife's eventually by changing the shoes and giving the pivot a good clean and grease before fitting the new shoes. Mine has started doing it now...
Similar problem and solution. Inside of the drumeas caked in dust so spent a long time cleaning.
Pivot pins rot and probably should be replaced regularly.
The handbrake lever inside the drum was also seized and needed freeeibg up on mine: once I'd done this, all spears to be well

Most likely the expander sticking drum off clean out and silicone the pivots
Silicone better than grease - grease will gum up with brake dust...
