Stays in 1st on steep incline

'96 4.6HSE Auto - Just recently noticed an intermittent problem with the gearbox. There is one spot in town where I have to stop at a junction and turn left up a steep incline. Overt the last few days the car has intermittently kept in 1st gear, only changing when the car is on a more level stretch of road. It doesn't happen all the time, the box can be induced to change up by driving slower on the intital stages of the slope.

All other changes are fine and smooth, the gearbox level is fine, the ATF is clean and topped up correctly, the filter was changed 20k miles ago.

Other than suggestions as to turn right instead - has anyone any thoughts on the issue or is this just a feature of the box

Sticky governer maybe?
 
Off the wall idea here. Are any of the brakes binding? I had similar with one of the P38s lately where it wouldnt do into top gear. Back left caliper was sticking badly and dragging which had the knock on effect of having to keep accelerating to maintain speed and the car thought it was helping by keeping in a lower gear. New caliper, £35 and ten minutes, and fixed.
