Prior to driving the vehicle, make hands sweaty and dip your palms face down in a bucket of sand....drive off and feel the increased grippiness (is that a word?)

It's just increased grip, like mud terrain tyres in ere um Mud.

Leather or vinyl, is it a known manufacturer or a cheap internet purchase?
The feel of a steering wheel can vary but I can't honestly say that I have come across one that is slippery whether it be a budget Mountney, Raid or high end Momo.
You could fit a steering wheel cover, the lace-on leather type are excellent and would fix your problem completely.

Is it a used one ?? Perhaps its been cleaned with some dash cleaner or similar try cleaning
it with leather cleaner or 40 grit sand paper if that doesn't work.
