Soaking wet glow plugs!

I just changed my glow plugs as morning starts were getting worse with the weather, all of them were totally soaked. They looked like they had just been dunked in used engine oil!
The starting is no better and i'm wondering if the pre heat relay could have packed up, does anyone know where it is and how to test it?

The relay for the glow plugs is on the fuse box just behind the battery in the engine bay.
To check the relay - remove a glow plug from the head and using pliers hold it against the head to earth it. The end of the glow plug should glow red hot after a few seconds - if not try with another glow plug if both don't glow red the relay is probably not working.
 
OR if you have a multimeter set it to volts and put the red probe on the end of the glow plug where the wire is attached and the black probe to a good earth point. If the meter shows 12v the relay is working ;) (will only read 12v when the glowplug light is on the dash)
