The bottom has a small part that has to go over the lower dash panel. This needs hooking over before you line the top up and screw them on.

The big screw that is sticking out connects to a plastic plug on the binnacle frame. If you have dislocated it the screw has nothing to grab. Simple stuff this @Mackers The two screws on the front (top and bottom of the levers) need to be firmly screwed in to the correct holes or the first time you select cold for example you dislodge the lot. Just be patient.
