Shuddering Steering Wheel

Hi, I was wondering if anyone can help with another problem that has developed on my 1994 Rangie.
Whilst driving at speed all is fine unit its time to brake. Braking from 70mph to about 60mph all is fine, then suddenly the steering wheel starts violently shaking and shuddering, this goes on and stops at around 50mph. Does not happen at any other speed, just seems to be when braking between 65mph and 50mph.
I took it in to a brake place and they had the wheels off and said the pads are ok and not worn.
Any ideas?

yeah il go for wraped discs too, the prime candidate infact!

i just fitted new front discs to me Rover cos of vibration when braking from speed, anything above 50mph would shake the steering wheel, it cured it instantly!
