should fuel flow smoothly through filter

My series 3 is running well but spluttering quite a bit , today I noticed that you can see fuel going in and out of plastic fuel filter under bonnet as if its not a regular flow and has air bubbles in it , is this normal , if not what could the problem be , thanks

id remove the inline filter (they do look half full even if ok ),and check lift pump is not sucking in air and had a god flow , a clear plastic pipe would show that in place of filter ,does spluttering occur when you try and accelerate hard or on cruise

Thanks , when I start it up it splutters every now and then but drives OK , then when I drive its more like a purr that is hardly noticible, however if I am driving with the window open as I pass parked cars you can hear the sound echoing ands its more obvious.
