Should a 2.5 DSE have a vent for transmission oil cooler

Hi all - quick question that you may be able to help with. I recently returned to P38 ownership - purchasing a '99 2.5DSE for my wife. It had a faulty gearbox - slipping in 1,2,3. I changed the box this last week (for an Ascroft rebuilt one) and it was obvious that the old box had overheated at some point.
It appears to have had a new gearbox oil cooler and oil lines fitted recently (stickers on the parts from 2009.
My question is around the oil cooler cooling.

The front bumper doesn't have fog lights fitted but it does have solid blanking plates for both fogs in place. I was under the impression that the diesel had a mesh type blanking plate in front of the oil cooler - is this correct? The solid blanking plate is obviously going to restrict airflow and I'm wondering if this contributed to a previous owners gearbox issue?
 
more than likely,should have air flow ,until lock up not all energy going into torque convertor is coming out to gearbox some is coming out as heat
