As above but use a good quality primer and machine/tractor enamel applied with a Brush rather than rattle can. Otherwise it will be the same Again in 12 months time.

Sand blast and powder coat ....
Only if it is a good quality powder coat. I dislike powder coating as a rule because most things that come powder coated it is such a cheap and poor quality job that it does more harm than good as it chips and water gets in behind it.
