In high revs goes great low revs like a bag of spanners sluggish ? Any help please

My freelader 2 was ging into limp mode took to garage changed erg valve it was worse didnt sound very good like it was hunting . New fuel filter put in a little better . Still ruff in low revs ok in high revs .
