Rear hub question

Hi All
This maybe a bit of a daft question, but the felt seal fitted to the rear hub carrier on a 1973 88inch has one face which is plastic. Which way round does it fit (as shown by red arrow in photo) plastic towards the hub/bearing or towards the washer/castellated nut?
Whats left of the existing one isn't giving any clues as to how to fit the replacement one! Any help is appreciated.

^^ this, IMHO - the felt will then get squashed into / onto the ends of the splines, sealing them.

Although .......

As above, felt inside.
