Rear fold away step

Snagged myself a new rear step oft the bay last week for £20 nuggets, my question is, like with most LR bits are the holes pre drilled with a captive nut or will I have to go at the rear cross member with a drill ? My 110 is undersealed so before I start hacking away thought I'd ask.
 
Should have threaded holes ( I think they're welded-on nuts ) ready to go. Couple of M10 20mm ( or 30mm, 40mm etc ) high tensile bolts and you're good to go.
I picked up a new, genuine one last week at Newbury 4x4 sale for a fiver, so :p
 
A fivers a really good deal - Is that the flea market thing they run periodically?
It's on twice a year. Europe's biggest auto jumble. It's fookin massive. Also loads of garden machinery, agricultural stuff etc. It's a good day out, even if you don't end up buying anything ( which never happens! ).
Next one will be spring 2017.
 
Popped out earlier to have a look at the rear cross member to find there are already bolt shafts in the holes like someone has just cut the tops off the bolts - So how do you get them out as they are almost flush?

I cut mine off flush with a grinder, punched a hole in the middle of the bolt, and drilled em out.
