morning all is it possible for a rear fog light switch to fail in the permanently on position, so when the lights go on the fog light goes on?

sorry for such astupid question but i have the later version of the freelander where the switch is on the dashboard behind the cup holder

Rear fog is controlled by CCU output, then via relay to lamp. Switch sends ground to CCU so wiring or switch or relay problem could be the cause. Pull switch and check for continuity pins 1 and 4 when pressed and open.
