I doubt that would be a heater plug causing that. The heater plugs are
only on while you start the engine. as soon as the ignition is back in
the normal running position they should be off, which implies that the
fault is elsewhere.
Having driven a 2.5D with knackered heater plugs for a long time, and
then replacing them, the only difference it makes is how hard it is to
start. the amount of smoke it makes didnt change.

Im not an expert, but id also go for it being something with a valve,
or the fueling.

Anyhow, landrover diesels are supposed to smoke when you start them!
:) As long as it drops off once you get going its all right!
