putting police spec rear springs on, will putting the old rears on front level it up?

I have never even heard of police spec springs ! Not in the UK,at least.Shows how ignorant I am. Saw lots of police spec stuff for vehicles in the states but not come across it here.
What do these springs consist of,other than coily bits of metal ? What do they do,and why?When? How ? And the vital question.....how much ?

PS- where are they sourced?
PPS- do you need to uprate the shock absorbers/dampers,whatever they are called this year ?

there slightlyer heavier spring rate at 170lbs, Paddock Spares - Rear Coil Spring - Heavy Duty Police Spec you can get them here although they are britpart, not geniune one which are like 40 each. hope you dont need to change shocks because im not planning to
