Problem with swivel housing

Hi im new on here and not sure if im posting this on the right thread i am rebuilding a 90 too. I have been replacing the gaskets and bearings on the front drivers side swivel housing as had taken a nasty knock. I bought the swivel housing kit from paddockspares. When i took of the top swivel pin there were no shims fitted i got given four different sizes of shims for the torque settings. Ive tried every shim all together seperate ones and none of them set the torque right so i rang paddock and asked them if i would need more shims and they have said they have never known someone to need more than the four shims that are provided with the kit.

Any suggestions.
 
slacken the bolts and with the 4 shims installed insert a thin feeler guage between them and tighten down until you find the correct thickness to get the spring balance tension correct - ignore what crapdocks say, just make sure you fit the correct thickness to suit your installation
