possible broken immobiliser/ ignition switch?

so i have a 300tdi 1998 defender with what I assume to be a broken immobiliser, I'm a bit out of my depth with electrical stuff but I've checked with a voltage tester and I'm getting 12V from the battery, I get 12v to the starter motor, I even get 12v to the ignition switch but when I turn the key it wont turn over and the voltage drops to 0. To make things extra confusing I get headlights working, but not indicators or hazard lights, I've checked all the fuses and they seem fine. Its also a brand new starter motor.
I'm really out my depth here and doing everything to avoid having an auto electrician to come out £££. If anyone has any suggestion it would be greatly appreciated.
