I seem to remember it from the 'Keep Land Rover British' campaign a number of years ago in Battersea Park, when I went along in my 86", and led the convoy from Leeds!

I think it was supposed to be for his 80th birthday, with UKE standing for United Kingdom & Empire but I think it was later disproved because KE is a local Kent registration.
