You have already tried a new fuse box

tried a second hand one not a new one, may have had same fault

Unlikely but anyway, try RPI they did have some in stock but you will need to get the right one, there are several part numbers.
You could lift the fuse box relays one at a time checking for any signs of overheating/burning to the pins and the fuseboard itself, if everything looks ok 'chances' are your problem is elsewhere
