parabolic springs

ok guys and galls yet another stupid question.

just had my new rear parabolics arrive. they have a bolt through all of the springs in the centre but on one of the springs the bolt has been threaded and wont tighten, is this bolt used just to hold them together in transit or left in place when the springs are fitted?

Shackle plate? I meant spring plate. You know what i mean!
