I have a series 3 petrol lightweight. I took the air filter off yesterday as the engine had been running lumpy. I noticed there is an oil bath at the base of the filter. Is that correct.

Yes, to be drained, cleaned out to within an inch of it's life and then filled with clean 10/40W engine oil at every service.
