oil cooler empty???

Changed my oil cooler pipes on my 300tdi disco today as they were covered in gungy old oil and were leaking.

When i took the old pipes off i noticed that there was very little oil in the pipes or the cooler, maybe an egg cup full.

Is this right or should it be full??

What could be wrong??

Checked the engine oil and its at the full mark?

cooler pipes have thermstatic bulb that should only allow oil to circulate when engine up to temp,it can stick shut/open ,oil cooler is only needed when there is little air flow under sump
