Nato Hitch position with a Penman Trailer

I just bought a penman trailer and I have a nato hitch attached to the cross member of my defender. I had to remove the spare wheel to attach the trailer.
Anyone have an idea how I can increase the height of my nato hitch so I can tow level. Also if possible still have the spare wheel on the back when towing.

You aren’t meant to tow level. All the Sankey and penman type trailers are all designed to be towed slightly nose down for stability and braking safety.
They are much more stable slightly nose down.

Ok thats makes more sense just didn't know if it should be level. Thanks for the help
 
My Sankey on an ex-mil Series tows slightly nose down but since everything is as it was back in the day I've accepted it. It tows well and is very stable. Reversing is a pig because of the short hitch, poor vis and manual reversing lock out.
