My first r/r dont start any ideas?

Hi all i have just bought my first r/r 4.0 1999, i have had it 2 weeks and it has decided not to start.:confused:

it just turns over but sounds flat and there is now very little water in the expansion tank.

are there any common faults that would cause such a problem?
