Part of the Road Safety Act 2006 comes into force on 20th June 2011 which will mean that (nearly * ) all vehicles must be either insured OR declared SORN from that date. Be aware that fines will be issued automatically by the DVLA based on their records. No court or police officer necessary.
* this applies in England, Wales and Scotland. If you live in Northern Ireland, the Channel Islands or the Isle of Man it doesn't apply to you. Yet.
There is an exemption for any vehicle last taxed before 31st January 1998 which has not been on the road since.
