If it was installed correctly the wires should go to a relay some where in the engine bay. Remove that section.

re-route to headlight cones with insulated connector for future use by next owner for spots or halo lighting or maybe DLR lamps

Yeah just zip tie out the way with a label. You may find youll want them in the future.
