LED Headlights

I'd agree with @blue beasty here in that the language is somewhat vague, and not just in the regs regarding the whole self leveling/washer thing and LEDs and HID headlights.
I'd be interseted to know what is meant by "the reception goes from the radio". Does it mean that the radio just goes off completely and silently or does it mean that the signal gets swamped by noise and interference?
In many cases, the earths for the radio and the earths for other circuits such as additional lights can get confused, either due to poor work in the past or some earths becoming disconnected because of corrosion or vibration. Unless all the earths are verifed as sound, no amount of filtering is going to have much effect. Many users tend to think correctly in terms of the earth as being just a part of the DC circuit; the earth return, but in the case of radio, the earth also serves the purposes of screening and also tuning of circuits such as aerials.
The type of LEDs might also throw some light (pardon the pun) on the problem. Cree LEDs do tend to be noisy in the RF spectrum.
As a test, the OP could try a temporary feed direct from the battery.
 
Just fitted some led headlights to my "64" defender, everything works fine, drl halos, flashing halo for indicators etc, apart from every time time we take a switch feed for the drl's the reception goes from the radio.
We have tried an in line suppressor but still no good.
Hope this makes sense.
Any ideas ?
Forgot to mention i have also tried a feed from the ignition barrel.

It is RFI caused by cheapy unsuppressed LED driver circuit within the DRL's.

Because of the way the circuit limits the current if they do it on the cheap they use as few components as possible which don't isolate the circuits properly putting loads of RFI onto the line.

You could incorporate isolation and or smoothing into the circuit but to be honest I would be sending them back and letting the vendor fix the issue.

You could buy some diodes (Shottky diodes handle higher current better - although I guess the DLR's will be about an amp) and install them as a flyback diode (stops back spikes and surges on the circuit) and also connect some 2000-3000 micro farad capacitors across the supply. A small choke on the supply would also work well to electronically isolate the circuit. You can probably now see why I suggest taking them back as this should all be built in - maybe it is and it's failed!
