Laquer comeing off the paint

Hi all i have a 1999 TD5 Discovery,Over the last 18 months Ive noticed that the lacquer on the red paint is coming off in big areas on the bonnet,Has any one else had this problem ?? My question do you think i would be better off trying to get another red bonnet from a breakers yard or respraying mine.If i respray mine it would mean trying to get all the lacquer off before trying to spray a grey undercoat then a few coats of cellulose paint on top ,,But to get all that lacquer off my bonnet i think that i would have to practically take it to bare metal.
 
for around £150 a independent bodyshop will paint it. no point trying to do it yourself you will make a mess of it. its also no longer cellulose paint, its now waterbase, base coat , then a 2k clearcoat . you wouldnt have to bare metal it, buzz clearcoat off with 320 grit , then reprime and flat with 400 , 500 grit , ready for basecoat...
