Just heater o rings?

My new to me 98 hse has a problem that the climate control panel does not seem to do much.

I can never no matter how much I adjust the fan speed get any air out of any vents I can also not here the fans running either, I can not here any blend motors moving either! the only thing I can here is the recirc flap opening and closing.

I also have clearly leaking O rings would the O rings failure cause all the above problems or is there more to it than that?

O ring failure can cause corrosion in connectors to the BECM and elsewhere due to the wet in the drivers footwell.
The rest is blend motors or a duff HEVAC or fuses etc.

Fuses and relays seem ok, going to go to the dealers tomorrow and see how much it would cost me to put it on textbook.

Feel like I might be opening a can of worms here though.
